Sorter and Joiner

How come sorter and joiner are included in ACTIVE TRANSFORMATION category. Because Definition of Active transformation can change the no., of rows that passes through it from source to target. But in joiner or Active transformations, it passes all the rows. This must include in Inactive Transformation ?

Can anyone sugest me? am I right or wrong?
Please reply with clear example
