Is there any single command which can shutdown and start the database?

No , you need to do them separately.

then what does STARTUP FORCE does?

STARTUP FORCE

it will just switch off the database as it is ( without checkpoint) and do normal startup.


we can use this method in special cases, like ... if database giving error while we are shutting down normally( Shutdown immediate )
