Can scripts created using LoadRunner be re-played in WinRunner and vice versa? Basically, can load scripts be used for Functional Testing? If not, what is the reason behind the limitation? Does any tool allow this?

I don't think so. It's only Winrunner script can be replayed in LoadRunner.
