The reason for that is for the 1st step, no conditions will be checked. as the job restarts from step6, step6 will consider as first step.

Obviously the dataset u have given is o/p dataset ie. writing into file.
so, if u want to read that dataset in step2, same +1 need to be given as generation. ie DSN=MY.DATASET(+1)
You can do it in 3 ways.
1. The direct ans is null stmt //.
2. Thru time parameter
3. thru condition papameter
