To call procedure1 from proceudre2 use the following syntax
create or replace procedure2 as
begin
procedure1(parameters);
end procedure2;
/

procedure within procedure

create or replace procedure welcome as
procedure welcome_print(s char) as
begin
dbms_output.put_line('welcome to ' || s);
end;
begin
welcome_print('geekinterview.com');
end;
/
