Reports 6I Page Breaks

In a matrix report I have set page break after property true for section total frame. Still next section is also continuing in the same page. Could anyone please suggest what might be the problem.
In reports builder help it was given "Report Builder does not support setting a page break at a specific row of report output." Under what coditions it does not support setting a page break?

Hi, goto property palette of the frame there you will find page protect property in general layout section set that to yes and try....

I done it already. For other reports like tabular, group above it is working. I am facing the above problem in matrix report.
