are there any free functional web applications testing tools available ?

Yes, there are so many tool but you can't trust them, because most of them are less in features, or prompt you to upgrade(Another way of marketing and selling).And more important there is very less study material and training available to learn them.

So, I will prefer the paid tools like mercury and rational tools.
