test environment for testing

My interviewer asked these questions :

1) How do you set up the test environment for testing?
2) If i need to write additional test cases in Test Director 7.6 , what tab will i use - Test Plan tab or Test Case tab and why?

Please answer to these and help me.

1) The framework for the process of testing.
2) Test Plan, as we can create test steps of a test case in test plan.

let me know what is meant by Framework in testing?
