Function which takes 2 IN parameters

I have created a function which takes two IN parameters (lets say x and y) and both are varchar2 type, and retturn value is also varchar2. this function takes two parameter and concatenate string is the return value
which is true(two)

1. this function can be used against any table
2. this functioncan be used only if two parameters passed in are not null values
3. this function will generate a string based on two character vales passed into the function
4. this function can be used only on tables where there is x and y cloumn
