You can create materialized view from SQL * PLUS as follows
SQL> CREATE MATERIALIZED VIEW mv_emp
2 AS SELECT * FROM EMP;

What is the error message you getting?
SQL> CREATE MATERIALIZED VIEW mv_emp
2 AS SELECT * FROM EMP;
*
error is coming
missing identifier
It seems you have pasted line number also
sql> create materialized view mv_emp
2 [b]2 [/b]as select * from emp;
2 as select * from emp
* error at line 2: ora-00905: missing keyword
Just type it as follows
create materialized view mv_emp as select * from emp;
