Location does not matter for virtual users.
The main thing is that your system should have support for generating 1000 virtual users.Your H/W should have that capacity of memory and processor and virtual storage.

If you are talking about the Load Generators it is actually advisable to use more systems from different physical locations.You can decide on the number and position of the Load generators by actually analyzing the places from where the application will be accessed.
There are different Hardware constraints and you need to check the configuration of the Load generators to see how many Virtual users you can assign to one.The calculations vary with the kind of Vusers ( Oracle user, SAP User, Web User...etc)
I think the question is Testing 1000 users on one machine is better or else divide them into 250 in 4 different machines and different locations.
Its the same as per my experience is concerned on performance/load testing.
As JainBrijesh said it does matter the hardware and software configurations.
If you have same set of configurations in all the 4 machines and run, then you consolidate the Analysis report you will arrive more or less the same the report obtained for 1000 vusers on one machine.
Note: As said above Configuration (S/W, H/W) matters.

The result for performance testing for a web application by doing 1000 VU one place VS 250 on each machine does not matter unless and untill the performance metrics for the system you are using for load generation does not fluctuate a lot.
While using 1000 at one you can check the System use , Memory use including all other factor . If you are on a system wih rich H/W and S/w support then there is no problem. Else it will show unexpected values.
It's better to use 250 on each machine .
Another option is you can use Cloud.
