Hi judhajit, as per the cste definition for testing tool and testing technique : a tool is a vehicle for performing a test process. The tool is a resource to the tester, but by itself is insufficient to conduct testing. E.g.: automated regression testing tools (qtp), performance testing tools (load runner). A testing technique is a process for ensuring that some aspect of an applications system or unit functions properly. For example structural testing and functional testing. Hope this wil help you.

Testing Techniques is the approach which you are going to use for validating the system. There may be different kind of approach followed to test an applicaiton. For example to validate the functionality of the system, you can follow any of the technique such as System Testing, or End to End testing or Localization testing to measure the quality.
Testing tools helps to perform the testing activity, which is the additional resource to the tester to carryout the testing. Testing can be performed in either two ways such as Manual or Automation. If you are automation testing then you can make use of the tool. With the tools you can test the application by record and play back or by writing scripts. There are lot of automated tools available such as QTP or WinRunner for functionality testing and Load Runner for performance testing.
