Test planning is not what you have said ?
Test planning plan for overall or at a level.
In test planning we plan resources, risks, then we see for strategy to follow, how to manage time and resources,what we have to do and how we will do that?

I am confused between test planning & test plan.
But we have same definition for the test planning in our study materials.
I know that test plan is about planning of preparing test cases?
is it right..

I want to tell you first the difference b/w plan and planning.
actually whenever we make a "Plan" that is generally applicable to a team of members.
Whereas planing is limited to an individual person.
so, both will have the same material but they differ in their scope.
I hope now things are clear to you.
And in the last,Test plan is not about planning of preparing test cases only.Even test cases are planned after test design specifications which is dependent on test plan.
