    which one performs better a simple stored procedure or the same procedure in a package.And Why?

    Yes as debasisdas said no difference in performance. But it is a good practice to include all your logically related procedure and functions in single package.
    Advantage of this practice is whenever a procedure or function of a package is called the entire package is getting loaded in to main memory. Definitely it is a performance effective since possibility of calling other procedures or functions is more.
