A company wants to give a special discount to local customers/all the customers of Mumbai only on the occasion of festival (customers of rest of India will not receive that discount). How to configure this?

It depends upon how your business categorize the customers. For ex: grouping customers based on location wise using customer group in additional data under customer master creation.then you define a discount condition type and maintain a condition record
