Please restrat your service in configuration,if it fails go to cognos/c8/conf/-----cogstartup.xml & folders(signkeypair,encryptkeypair,csk,certs) rename this or take backup to location then go to configuration do export as in file menu as cogstartup.xml point the location as mentioned above(cognos/c8/conf/).then save the configuration start the service again
