Which one comes first "Test Implementation" or "Test Procedure Specification"

Hi Friends,

Which one comes first "[B]Test Implementation[/B]" or "[B]Test Procedure Specification" [/B]in the Test Development Process.

Test Procedure Specification is prepared first and then it is Implemented :D

can i get this information in detail.....please ......
