IVR using Voice XML and PHP

I am about to start a work using Voice XML for sending emergency notifications. Can anyone suggest me the best tool/development environment that I can use towards this. Also, how can I test my application. I want to integrate it with my PHP interface for adding more functionalities. Is it possible to do that. Please tell me more on this.
