Tools to build a driver for a hardware

Hi I need actually some help and i hope some one will be able to help me
I want to know what kind of tools i should learn to build a driver for a hardware for example i want to control a car using the computer, what things i should provide the car with and what language i can use to build the driver, i would appreciate it very much if anyone could help me
