Test Strategy: Which is a document is prepared by PM/QA, to define testing approach to be followed by testing team for that project testing.

Test Plan: Which is document is prepared by TTL, to implement the test strategy document in terms of
1. "what to test?"
2. "How to test?"
3. "When to test?"
4. "Who to test?"

Test Design: Which is also a document prepared by Test Engineers and it is done on when after completion of training on requirements by testers then they are preparing test cases for responsible modules and for responsible testing techniques w.r.t test plan

I think test strategy acts as a corner stone for test plan. When to write/execute a test case we need certain test plan . Test strategy defines approach test plan is uses the approach and defines when,what,how and why to test. Test case are actions of the customer requirements test strategy is generally defined by the quality control people and test plan actually is desined by test lead and test cases are created by testers

Test Strategy captures the strategy for the project on things like: what type of testing we are going to do; when (at what point of time) we have to do; what is the success criteria for the test etc.,
