Question Testing a Maintenance System with Releases

Can anyone shed some light on how a maintenance system should be tested? I've always assumed that there should be a baseline/core set of functional test cases to start. As new releases of the system are developed, new test cases should be written for new functionality or if the new release impacts current functionality the corresponding baseline test case should be modified and documented accordingly.
