Want to switch from DBA to developer
I worked as DBA for 2 yrs .[B]ut as I cannot work in shifts I want to switch to development side .How can I do it?? Do I need totake any certifications??If I want to get trained in pl/sql how long will the trainng take?? plz suggest how I can proceed....

Your case is rare of the rarest. DBA's are supposed to know all about PL/SQL well in advance. If you really have worked and has the knowledge of a DBA, it will not take you longer to start working on development side.
