Business Rules are the "defined rules" set by an Enterprise to reflect business policies. When BA writes functional requirements, they should keep in mind that those requirement are in compliance with Business Rules.
Ex: Business rule may say that, no credit check to be performed on returning customers. This means that if a customer is a returning customer (who previously had an account) he doesn't need to go through credit check process because company already has his information.
