If Source is Oracle and the Tgt is flat file and it is taking 4hrs to write data into

If Src is Oracle and the Tgt is flat file and it is taking 4hrs to write data into Tgt file for millions of records. now i want it should be done in an hour...How to optimize it, and how to find where is the problem, at source end, at tgt end or in trf..?
