In Software Development whichever software has not need a lincense to use them, that software or language is call open source software or lanaguage.

For Example: PHP is one open source, because they doesn't need the lincense. They made in the public lincense.

Open source is not only license free, but you can view the source code and modify the source code

Linux is a open source, you can see the code and u can add your own functions to that code.
