It is nothing but development of stress in reinforcement.The calculated tension or compression in any bar at any section can be developed on each side of the section by an approximate development length......

Development length is nothing but an embedment length. It is about 50 or 60 times the diameter of bar. There is one formula for development length = dia. x sigma s / 4 tou.bd.
