It depends on the environment. There can be any number no limit. Generally in Producation a JVM is put in two servers clustered horizontally to avoid single point of failure (SPOF)

when a server is started two JVMs get started they are

1. jvm which handles all the xml files ex:server.xml,secuity.xml,coregroup.xml,server-index.xml,etc
2. to handle configurations such as LDAP gouble security,plugin,session,tivoli, etc.
