IP VPN and Internet VPN

What is the difference between IP VPN and Internet VPN ? Does both comes with static IP adress?

Both IP VPN as Internet VPN are generalised terms.
These are not proper usage terms.

Inetnet based VPNs
IPsec Layer-3 network level protocol open standard technology
SSL/TLS
PPTP
These VPNs are accessible via internet
Internet based VPNs are cheapest but are also least secure.

IP based VPNs
MPLS-BGP - switch level Layer 2 and Layer 3 protocol
DMVPN
Leased line can be used for IP based
It is expensive but is provides secure connection.
