The would be before. Requirements should already be tracable from Review activities since you should have tracability in the Test Plan already.

This question also would depend on the organisation. If the organisation do test after development started then requirements must be already tracable to their source.

To make life simpler, use a tool to manage requirements.

After test cases are written.
We have to map test case ids with requirements for that we need test cases to be prepared.

Correct me , if I am wrong.

It is very important from the testing prospective. Where we map the requirements with test cases. By preparing the RTM we can ensure that we have covered all required functionalities of the appln in our testing

If your intension is to check the coverage of the existing testcase then you can prepare it after testcase creation. If in case your intension is to ensure every requirement is getting covered then you can prepare it before had & update the traceability matrix as and when new set of testcases is written.
I believe building Traceability matrix is an ongoing process which last till the satisfied coverage criteria is met.

Requirements traceability matrix is a table that shows the many to many relationship between requirements and test cases. Each requirement is mapped to one or more test cases. Each test tests one or more requirements

This is nothing but simply matching the requirements with the prepared test cases to ensure that whether the prepared test cases are enough to find the defect or not.... Due to this we can reduce the time allocated for test cases design
