Even if immediate supervisor is of no help, you cannot change the heiarchy set. You need to ask for his time for a face to face meeting to discuss. In the meeting, you can discuss the matter. If he again is seen not an easy going one, ask him what should i do as i am not seeing things working out. Escalate the matter to his Boss.

It is not that every unhappy Team Lead will go straight and talk to his immediate superior, but there is no other go as it the only way to sort out things.  Tell him in a very dignified way the reason behind your unhappiness.  You can also ask for suggestions, by which a solution is found to the problem or you can suggest a way which is also acceptable to your boss.  If still the problem is not solved, you can contact his superior.

If a unhappy lead wish to have word with the manager I feel like there is nothing wrong how ever he has to follow the the hirearchy of management.

The agent has to sit with the immidiate sup. and discuss the matter may be a possibility that the sup. will be able to give one of the best solution of his unhappyness. because most of the time the reason of unhappyness is either the monotonous work or money or something personal.
