The mobile testing should fail in smoke testing only and report it to the development
team.
After that, if they fix this in next release then different functional scenarios
/ test case should be tested viz:
Make a call
Receive a call
Send an
SMS
Receive an SMS
Check other features/functionalities like:
Play
Music
FM Radio
etc.

Is this a real-world or test environment?

Power off and power on the device to see if the problem happens again.
Check the battery level and/or replace the battery and try again.
Does the mobile device have a SIM?  If so, make sure the SIM is inserted properly.
Make sure the settings on the device are proper.  For example, you may have a 3G phone pointing to a 2G server.

If the problem persists, then author a (priority 1, severity 1) defect and send it back to the developers to figure out.

Verify whether all devicws are properly placed in mobile phone.
1) Batteryis present
2)Battery is fully charged
3)SIM is present to access

if all the devices are OK then swithc off the mobile start it again.
If it works properly then report to development team by raising an issue that the mobile phone got freeze for initial start up of mobile phone.

Even the mobile phone dint work then state as the smoke test has failed for the device.
