In Cognos8 version we have one option directly.
see for eg if you break on country page breaks, first select that column and select structure tab, in that we have one option call 'page break'. select this option it takes as page breaks.

In Cognos Reportnet, it is different.
Select country column and go page explore select page window appeares and select page and drag and drop under page explorer. It takes country wide breaks.
