During OC test, to measure the no load we have to applied the rated voltage and for that we also need the availability of source to apply rated voltage, so its better to apply from low voltage side.

During short circuit test, to measure the copper losses we have to apply the rated current of that side (HV/LV) and for that we also need a source to feed the rated current, so its better to short the LV side and the rated current of HV side.

as on no load we use to open circuit and as we get high voltage we prefer h.v side

Because during OC test, rated voltage is applied, hence the HV side is unsuitable to keep instruments, hence it is the HV side that is opened and the LV side is where instruments are placed (at their rated values)

The previous answers are right +
to make an accurate measurement O.C test on LV side because the current is high on the low voltage so when we repeat the experiment we will get more results with the current as the current in O.C is too small (2-3)% I rated and S.C test we like to perform it on the H.V side because the low ampere as I Short circuit is less than I short circuit in Low voltage so we wont get expensive devices to measure high currents.
