The table fan function is to gave direct air so its no needed to circulated the air in side the room but the ceiling fan its function to
absorb the hot air from up and mixed it and circulated it in the room and rejected the hot air out side the room and
substitutes it by new air coming from outside.

When we provide supply to the stator of ceiling fan emf is generated. The set up of rotor and stator in ceiling fan is such that due to flux emf generated is in clockwise direction. As the stator repels the rotor the rotor moves in anti-clockwise direction. i.e. load torque is opposite to motor torque.  In table fan the rotation of stator is opposite.

Normally, any motors rotates in anticlockwise direction as seen from non driving end. So in ceiling fan blades are attached to non driving end. So it seems to rotate in anticlockwise. While in table fan, rotor blades are placed at driving end. So it seems to rotate in clockwise. Because any motor looks to rotate in clockwise direction if it is seen from driving end.
