Column is a vertical compressive member which takes vertical loads from the slabs, beams, etc.

Beamsare horizantal tensile members that takes shear forces and b.m's from the slabs.

Cover is the spacing between the c/c of the reinforcement provided in tensile zone to the topedge of that member.

Column - 40 mm on longer dimension; 25mm on shorter dimension;
Slab - 25mm maximum in case of residential or commercial buildings; 40mm in case of deck slab in flyover or grade separator which has a higher depth of 600mm;
Beams - 25mm on all sides;

Referring to IS 456 Clause 26.4 for Column - 40 mm (Dia of bar >12mm) and 25 mm (Dia of bar <= 12mm). For Footing 50mm. Referring to Table 16A and design experience, normal cover for Beams 30mm, for Slab 25 mm, ribs and thin slab 20mm.
