How can i tell if the print spool in running and where is it located? where does it store spooled print jobs?

go to start button and run prompt and type services.msc and open window and now go to printer spooler  services  you can stop and start this service ok

The Print spool Service appears in Services.  Go to Administrative tools then choose services.  Scrool down to Print Spooler and look at the status.  The files are stored in c:windowssystem32spoolprinters
