The 503 Service Unavailable error is an HTTP status code that means the web site's server is simply not available at the moment

Http: status code 503 service unavailable .... means your server is too busy to process any more request , so getting this when running the test what you have mentioned is that you have reached the peak limit (borderlimit) and when you are increasing from 20 users and above , the result of which you are also increasing the number of hits to your server which is well beyond your server to handle . (but this is not the only reason : i have just mentioned the most common reason)
