Hi,

 As per my understanding Test Director is a Web based Test management tool. In this tool we can specify requirements, test plan, log the defects ,execute the test both manual and automation.
Sorry friend, i am unaware of API Testing.

There are lots of open source tools aviable for API testing

Ex: Webinject, Junit, XMLUNIT, HttpUnit, ANT etc.,
