What is modification request and enhancement request? Who raise these request? and How tester is supposed to react?

As far as I know both the requests will be sent by clients. sometimes from the PM or TL
Modification request is to Reconstruct the existing spec and enhancement request is to add extra features in the existing requirement

modification request is to modify the particular document based on the request of client or customer.

Enhancement request is to add some new features to the documents based on the request of client or customer.

if the changes made by the client or customer is valid then the tester can approve in that version else we can convience the client or customer to add or change in next version

Modification request and enhancement request both are same
once tester find the defect in the software/application then he logs the defects in the bugtracking tab saying that fix this defect by giving bug description ,status ,severity,priorty etc.
(in another word reporting the defect to developer is nothing but modification request)

The modification request and the enhancement request is raise by the client. Both of them is used for maintence project means if the project is in maintenance phase then customer will send the modification request or the enhancement request. These Request are also called work Orders

Modification - means to Change some of the existing functionality
Enhancement - means to add new functionality

A Modification Request is a request to change existing functionality.

An Enhancement Request is a request to add a new feature.

Typically, the end-user (client) makes the request, and it is a tester's responsiblity to fully understand and document it.  At times, a tester and/or Project Manager may intiate the request. 

Testers enter the request in a QA Management tool in order to ensure it is dealt with by the Project Manager and other interested parties.
