These terms are usually used for PayPal / other payment gateway implementation. After successful payment made through Express Checkout of PayPal, the payment gateway will return the user to a page called "Notify URL". If the payment is not successful, the user will come back to the return URL.

The both URLs should be mentioned in the Payment Gateway form to be passed to PayPal.
