for this question please specify what all technical skills and which background.

As per my opinion

Technical skiils - it is helpful coz suppose you are master in java then you know the comlexity of the code which will help you to find out the loop holes (means where you can find high severity bugs)

Background - it is also help ful suppose you are banking background and you are working on a financial domain then you know all the functionality of the bank (it means you are expert in domain knowledge)
