What is a property clause?

A  property clause is a named object that contains a list of properties and their settings. Once you create a property clause you can base other object on  it.  An  object  based  on  a  property  can inherit the setting of any property in the clause that makes sense for that object.

If you are talking about Developer/2000 then this is not Property Clause rather Property Class. One more thing is that change of visual attribute of an item is possible programatically but the same is not applicable for Property Class. This is a vary important difference between Property Class and Visual Attribute.
