A Project can have many sandboxes.
We can see many developers working in different sanboxes which is attached to a single project.

we can have any no of sandboxes, sand box is nothing but users work area where each user will get copy of the project & do the modifications acc.

There can be numerous sandboxes for a project but there should be only one sandbox associated with EME for a project.
