Let me try to answer your tricky question:

QA Plan can be a subset of PPQA Plan .and sometimes can be used interchangeably.

PPQA -( Process and product quality Assurance) Plan - Explains all the requirements of quality assurance in organizational points of view. (can consider as Organizational quality assurance plan-Overall Quality plan)

QA Plan can be referred to any particular project's quality assurance plan describing how  the project can be assured to be followed the organizational quality standards/process/ guidelines and quality effort needed for that particular project)
