Milestones are zero duration activities that mark the completion of a certain set of project activities. They are mostly used to report the project status to the senior management. Also, the completion of each milestone signifies decreasing risk.

Hence a PM could frame milestones based on project phases : Requirements gathering, Analysis, Design, Development, Testing, Implementation etc could constitute one milestone each.
