What is performance baseline testing and at what stage of testing it is used

This depends from company to company actually and especially the testers. However, it should be done in the initial load-testing stages and may/may not be used as a benchmark.

Testing the application with minimum(we use 10% of total load) no.of users to establish the performance testing goals for any new application or enhanced applications.
