The only tool required for oracle is TOAD.

SqlLoader is also very useful for loading tables from an external file. And since someone mentioned TOAD, I will mention PLSQL Developer. PLSQL Developer is similar to TOAD but much nicer.

2. TOAD
3. Dream Coder

SQL Developer is good for development. It requires less memory compare to others
SQL Developer & Dream Coder doesn't require oracle to be installed in our PC
