There can be non.

All controls will atleast have - Init, Load, Render, PreRender, DataBinding, UnLoad and Dispose events.

HTML controls dont have events... they have only client events... no server side events...

There are two types of controls .Client Side and Server Side
The client side control dont runat="server" attribute and they dont have events .They are predefined according to a particular action.As for eg.<input Reset>
this has the property that once clicked it will automatically Reset the page
