webbased means one common web server will be there and the entire app willl be placed in that giving one common URl and updations will be done in that server if any for the same URL.So that the users can access the app based on that URl.

windows based testing means exe file set up  should be placed in every user system .If any updations need to be done then that should be done in next version and that exe should be accessed by the users.This is some what tedious process .But the advantage is the performance and speed of accessing will be better when compared to that of web based app.
