Calculating Requirements:

(A) Unfortunately, it is very unlikely that all suggested requirements or ideas will make it into any particular release. 

1) You must tailor the requirements

2) Also, prioritize the requirements. 
Instead of "high", "medium", and "low", try to use:
*Committed
*Time Permitting
*Future Release
*Rejected
   

(B) Make sure to document all changes to the baseline requirement document.  Keep historical records.
The bigger and more complex the project, the more formal your requirement gathering methods need to be.
